I am using the Standard Edition of Web Portal. I moved some models from the Repository folders into Published. When logging into the Metadata Explorer, none of my users can see the models. Even the Administrator user can’t see the models.
In the Standard Edition of Web Portal, if you have assigned group privileges to the Repository folders, you then must also assign Viewer as a group to each Repository folder that has content that has been moved into the Published configuration or else the Metadata Explorer user (Administrator user or other) cannot see it. Here is how to set up the Standard Edition of Web Portal so all the Metadata Explorer users can see the content.
In figure 1, we have the web portal set up with three folders that house a model each and that shows the Metadata Manager.
The Administrator user is logged in.

TestModel1 lives in folder TestFolder1
TestModel2 lives in folder TestFolder2
TestModel3 lives in folder TestFolder3
Content from all three folders has been moved into the Published configuration on the right.
Hence, for Metadata Explorer users to be able to see that content, they need Viewer access on all three folders.
This is how to add the Viewer access:
Go to Tools | Administration and go to the tab Groups
Press the + sign to add a new Group

Call the group ‘Viewers’ or some other designation of your choice.
Fill out the fields and check on ‘Use Metadata Explorer’.

Right click one of the folders that contains content you have moved into Published. Pick Settings.

Click the Security tab. Add the group Viewer.

Repeat the above steps for each Repository folder that have models that have been moved into the Published configuration.
The next time one of the Metadata Explorer users logs in they should then be able to see the models.
