1. CORRUPT LICENSE FILE?
If you place the Community Edition license 150203-1128 Community(r9.6).lic into the correct directory, does ERwin DM then come up as the Community Edition?
If Yes, then your license file may be corrupt and you may need to get a new license file.
You can use this form to request a new license from the CA Licensing Department: License Request web page
Is the license file in the correct directory according to the OS? Please see,
Article ID: 3532 How to Determine Which ERwin Licenses are Installed (applies to r8 and later releases).
Does the currently logged in user have the privileges to read the license file from the directory?
3. MAC ID?
Does the MAC ID in your licensing file match your machine's unique MAC ID?
Is the Date in your license file expired?
5. LICENSE ADMINISTRATOR?
If using CA ERwin DM License Administrator (concurrent licensing), does the machine name in the licensing file match the host machine name exactly? Upper and lower case counts.
NOTE: when opening a license file using notepad or other text editor do NOT save changes. Saving changes to a license file WILL corrupt the file.
